Dear honourable guests, advisors and students,

On behalf of the Hong Kong Model United Nations Club, I would like to give my heartfelt thanks to all of you for supporting our Inauguration Ceremony cum Seminar. Thank you Dr.Leong, Mrs Law, Mr Piket, Ms Mong, Mr Shih, Ms Jiang and Mr Tsui for sparing the time out of your busy schedule to join our ceremont. I am sure that all the participants and the Club members have learnt a lot from your sharing.

This is our first time to initiate such an International Youth Series, having activities ranging from MUN Conferences, visits and symposiums to consulates, and the inauguration ceremony cum seminar today.

These events would not be made possible without the support from our partner organisations, including the Digital Broadcasting Cooperation Hong Kong Limited, the Bloomberg Institute and of course, Asia Society Hong Kong Center, that sponsored us such a beautiful venue. We would like to thank these organizations for recognizing the effort of MUNC, in improving youth awareness on global issues and promoting Model United Nations culture in the region.

With the increasing participation of Hong Kong youths in socio-political affairs, it is truly delightful to see more and more students joining our conference in the hopes of becoming more familiar with geopolitics. I would also like to welcome all overseas delegates for coming to Hong Kong and joining our HKMUNC2014, giving our conference an international perspective.

Here, I would like to thank the devoted executive committee members of our Club, who have paid much effort in organizing the seminar and the whole series. Since September when our Committee is formed, we have had numerous meetings and discussions on how to make the best out of our club and improve Hong Kong students’ awareness on global issues. From major events like MUN conference to small-scale event like consulate visits, our committees have been really devoted in out Club affairs. It is never easy to manage schoolwork and our club duties at the same time, but the committee has done it and I hope all of you would be able to feel and understand the extent to which their time and effort have made a difference when you know more about what our Club has done and what we are going to do in the following months.

Once again, I would like to thank you for joining us this year. I wish you all an enlightening conference and hope to see you all in our future events!

劉鳴煒：政府應正視雙非問題

梁振英當選特首後推行「零雙非」政策。私立醫院停止接受雙非孕婦預約分娩，雙非嬰兒大幅下降。針對現時雙非問題，智經研究中心副主席劉鳴煒認為政府應有條件批准雙非兒童的家長也來港定居，讓他們對香港作出貢獻。

香港不能盡輸

劉今天出席樹仁大學週會時表示，在雙非兒童問題上，香港不能「輸晒」，讓他們單方面享用香港的福利。劉表示：「唔可以對現有的雙非咩都唔做，否則我哋輸晒，佢哋贏晒。」根據政府數據和現實環境，劉表示雙非家長有一定程度學歷和金錢，否則不能來港產子。面對勞動力不足問題，智經建議可吸納背景良好的雙非家長，為香港作出貢獻。既然雙非家長已在港產子，已經造成負擔，倒不如在港人接受情況下，讓雙非家長作出貢獻。雖不能達到雙贏，但最少不能盡輸，贏回一點。

增加勞動人口

除讓雙非作出貢獻外，為解決勞動人口短缺問題，劉認為應吸引海外港人回流。但要這批香港人「企起身」，離開外國是頗難。劉建議政府應藉外國前景不明朗、失業問題等壞情況出現時，以最多資源吸引這批香港人回流，因為這些是最大動機和誘因，令他們企起身。除此之外，亦可以輸入外勞，但外勞有好處亦有壞處。劉表示他不反對輸入外勞解決結構性勞工短缺，但不鼓勵輸入外勞解決短期勞工短缺。

【本網訊】香港綠色建築議會發表《商舖綠建指南》，鼓勵業界推行綠色建築措施。環境局局長黃錦星表示，建築物耗電量佔總耗電量九成，當中商場、商舖及商業大廈佔大部分，需透過指南減少用電量。

本港商場有近四成半的能源用於冷氣及照明，指南建議商場及商鋪可以多採用自然通風及自然採光設計，以減少用電；同時增加戶外綠化區，減少都市熱島效應及為客人提供休憩設施。

而政府在2012年推出的《室內溫度節能約章》，至今已有超過120間商場、550間商舖及辦公室簽署，承諾在夏季將室內溫度維持攝氏24至26度。

內地婦搶生意 入境處拘打小人黑工

今天驚蟄，不少市民提早在昨日到灣仔鵝頸橋打小人，祈求來年事事順利。有檔主疑趁這幾天旺場，聘請內地黑工於攤檔客串打小人。一名黑工因未能出示身份證明被入境處人員拘捕。已在鵝頸橋擺檔四年的黃姑表示，每年都有內地來的黑工搶生意，有部份更是港人檔主的內地親友，以較便宜的價錢「做爛市」作招倈。

旺市引內地婦來港開檔

鵝頸橋一向為市民打小人的熱點，驚蟄前夕，逾二十檔打小人檔中，有熱門攤檔更有人龍出現。有內地婦人疑看準旺市，特意來港在放工時間開檔，與本地檔主搶生意。近十名入境處人員昨天下午六時許到鵝頸橋巡查，並要求準備開始打小人的疑似目標出示身份證明文件。該名婦人因未能出示身份證，即時入境處人員帶走。

被拘婦人為檔主親友

其時，坐旁的該檔檔主麥姑辯稱，該名內地婦人是其親友，只是「坐下睇下」及「湊下熱鬧」，並未有幫助她打小人，並各入境處人員求情。據悉，近年愈來愈多人於驚蟄前夕加入神婆行列，而入境處於去年亦在鵝頸橋拘捕了近二十名黑工。

黑工低價「做爛市」

對於有內地人搶生意，在鵝頸橋擺檔十多年的梁婆婆表示，對其生意沒太大影響，因驚蟄的打小人服務一向求過於供。而擺檔四年的黃姑指，打小人服務市價大約五十元，但有時內地黑工卻壓價，「會用三十蚊叫客黎打」。客人陳先生指，不會因價低而被吸引，因為誠心最重要，但可能有人會不想排隊而「是但搵檔攪掂」。

與時並進的打小人鞋

打小人的標誌動作，莫過於用鞋子不停拍打紙人。其實傳統打小人的儀式，是用自己的鞋子打寫著小人的名字的紙人；自己的鞋子代表自己，意思是指小人給自己鎮服。可是，現時大部份在鵝頸橋的攤檔均用檔主的鞋子打小人，檔主黃姑指很少客人願意用自已的鞋子打小人。她續指，很多傳統己漸漸改變，例如不少行家也改用高跟鞋打小人，因為鞋踭較尖，「容易啲打中個小人」，會比平底鞋更有效。

打小人要準備不少材料及裝備。

驚蟄，是廿四節氣中的第三個節氣；其後被發展為「打小人」的節日。打小人的儀式要準備的材料不少；要把肥豬肉貼在老虎頭上，再用豬紅及肥豬肉供奉。另外再具備紙公仔、紙掃帚，在拜祭後，用紙掃帚掃走紙人，就如趕走小人一樣。 而打小人的儀式，即在紙人身上寫上小人的名字，然後用鞋子打小人，鞋子代表自己，意思是指小人給自己鎮服。不少得的當然是神婆唸唸有詞的洩憤說話，譬如︰「打你個小人頭，等你有氣無得抖、打你隻小人手，等你有手無得郁，打你隻小人腳，等你有腳無得走……。」其實打小人沒有特定講稿，每個神婆均有不同的風格；有檔主就以「連續十五分鐘鬧唔停」而吸引不少粉絲捧場。
